Hawaii requires 50 hours of supervised driving, including at least 10 hours at night, before a teen can move from an instruction permit to a provisional license. The wrinkle that makes Hawaii different: driver licensing is administered by the counties — Honolulu, Hawaii, Maui, and Kauaʻi — not by a single state DMV. The 50-hour requirement is statewide, but the exact form you certify it on, and the office you hand it to, depend on which island you live on. Check your county's licensing page, not just the state's.

Who can supervise practice driving in Hawaii
The base rule is statewide, but the details are county business, and that is worth a phone call before you start logging.
- A licensed driver at least 21 years old in the front passenger seat is the baseline.
- Some counties add an experience minimum for the supervising driver — confirm with your county examiner rather than assuming.
- The permit holder must have the permit on them for every practice drive.
Night hours, and what "night" means here
Ten of the 50 hours have to be at night. Hawaii's latitude makes this more predictable than almost anywhere else in the country: sunset moves only about an hour across the whole year, landing roughly between 5:50 PM and 7:15 PM depending on the season. That means an after-dinner drive is a night drive in any month, and you never have to plan around a summer where it stays light until 9:30. Use that. Ten hours is about twenty half-hour drives. On Oʻahu, get some of them on the H-1 at night and some on unlit stretches of Kamehameha Highway — the difference in visibility is the whole point of the requirement.
What counts as a loggable hour
- Public-road driving with a qualified supervisor counts. The trip to school, errands, highway miles, practice loops around the neighborhood — it all counts as long as the permit holder is at the wheel and the supervising driver is in the front passenger seat.
- Time parked, idling, or waiting in a drive-through does not count. Log driving time, not trip time.
- Empty parking lots and closed courses generally do not count. The point of the requirement is real traffic.
- Hours before the permit was issued do not count. The permit has to be in hand first.
- Rain counts and matters here. Hawaii does not require bad-weather hours, but windward-side downpours and the first ten minutes of rain on an oily road surface are exactly the conditions worth practicing with an adult aboard.
How to actually get to 50 hours
Fifty hours over the 180-day permit period is about two hours a week. On islands where a full circumnavigation is a couple of hours, the hours accumulate faster than people expect — a single Saturday drive around Oʻahu or up to Hana is worth several sessions. The thing to avoid is doing it all in a handful of long scenic drives: highway cruising builds much less skill than repeated intersections, merges, and parking in town.

Tracking your hours
Because the certification form is county-specific, the safest approach in Hawaii is to keep a clean running record now and transfer it onto whatever form your county examiner hands you later.
PermitReady is a free iPhone and iPad app that does two things: practice questions for the Hawaii county examiner permit test, and a supervised driving hours log. Each drive is one entry — date, duration, and condition tags including night, highway, rain, and heavy traffic — with a running total at the top so you always know how far you have left to go. Entries can be backdated, so a log you started late can still be complete. It works offline, and there is no account to create: nothing is uploaded, and the log lives on the phone.
Honest limits: PermitReady does not detect drives automatically, does not use GPS, is iPhone and iPad only, and does not generate a signed state affidavit. It is a record you copy from when you fill in your county examiner's certification form. If you would rather have automatic drive detection or an Android app, RoadReady has both — we compare them directly in PermitReady vs RoadReady. There is also a full write-up of the driving log and a set of printable paper templates if you would rather keep it on paper.
Frequently asked questions
How many supervised driving hours does Hawaii require?
50 hours, including at least 10 at night, before a provisional license. A parent or guardian certifies the hours to the county licensing office.
Why is Hawaii licensing handled by counties?
Hawaii has no single statewide DMV for driver licensing. Honolulu, Hawaii, Maui, and Kauai counties each run their own examiner offices. The 50-hour requirement is statewide, but forms and procedures are county-level, so confirm with the office you will apply at.
How many night hours does Hawaii require?
10 of the 50. Hawaii's sunset time barely moves across the year, so an after-dinner drive counts in any month, which makes night hours easier to plan here than in most states.
How old do you have to be to get a Hawaii instruction permit?
15 years and 6 months. The permit has to be held for 180 days before applying for a provisional license at 16.
Does Hawaii have an official driving log form?
Each county provides its own certification of supervised driving. There is no single statewide log PDF, so get the form from your county examiner's office.

Verification and disclaimers
Requirements verified August 2026 against Hawaii Department of Transportation, Graduated Licensing. Requirements change, and your county driver licensing office can revise them without much notice — always confirm the current rules with your county driver licensing office before your road test.
PermitReady's driving hours log is a personal tracking tool. It is not a state form and has not been approved or endorsed by any state licensing agency. Check with your state's DMV, RMV, DPS, BMV, or equivalent agency for which log format they require, and use their official state form if one is mandated.
